Upgrading and Subsequent Maintenance of Security Systems for the Embassy of Singapore in Washington Tender Reference No.: FOR000ETT25000084
To all Tenderers
You are invited by the Government of the Republic of Singapore as represented by the Embassy of the Republic of Singapore in Washington, D.C. under the Ministry of Foreign Affairs of the Republic of Singapore (“Authority”), to participate in this Invitation to Tender (“ITT”) for the upgrading and subsequent maintenance of security systems for the Embassy of Singapore in Washington, D.C., namely one Chancery building and two units of Government-own Residences.
2 The scope of works is specified in the tender documents. The list of documents enclosed with this Invitation to Tender is described under the “Instructions to Tenderers”. The tenderer shall be deemed to have read and fully understood all the documents which constitute integral components of this tender and shall comply with all terms and conditions specified therein. All prescribed forms in the annexes must be completed, duly signed, and submitted along with any necessary attachments. This ITT contains the following:
a) Letter of Invitation (Annex A);
b) Instructions to Tenderers (Annex B);
c) Form of Tender (Annex C);
d) Conditions of Contract (Annex D);
e) Requirement Specifications (Annex E); and
f) Form of Agreement.
Note: please write to <singemb_was@mfa.sg> to obtain copies of the above documents.
3 All interested tenderers shall attend one (1) compulsory tender briefing/ site show-round at the Embassy on Wednesday, 17 December 2025 at 11.00am. Interested tenderers shall request for the tender briefing registration form via email from Washington_Procurement@mfa.sg, and submit its completed registration form by Wednesday, 26 November 2025. Maximum of two (2) tenderer’s representatives shall attend the briefings. Tenderers who do not register by 26 November 2025 will not be able to attend the tender briefing.
Note: Attendance of the tender briefing and site show-round is a critical requirement in the tender evaluation. If a Tenderer does not attend any part of the compulsory tender briefing/ site show-round, the Tenderer will not be considered.
4 You are advised to read carefully all documents enclosed in this ITT before submitting your Tender Offer, which must be fully completed and submitted in accordance with this ITT. All proposals must be received by the Authority in hardcopy by 5.30pm (Washington D.C time) on Wednesday, 7 January 2026 at the following location:

5 All enquiries are to be made in accordance with Clause 22.5 of the Instructions to Tenderers (Annex B). Any queries regarding this ITT shall be submitted by Friday, 2 January 2026 by 5.30pm. All enquiries regarding this ITT shall be made in writing and directed to:

6 Tenders submitted may not be withdrawn after the closing date prescribed in this Invitation to Tender. They should be valid for 90 days from the close of the tender.
7 Any cost or expenses incurred in the preparation of the tender and attendance at the tender briefing and site show-round shall be fully borne by the Tenderer.
8 The Authority does not bind itself to accept the lowest, the whole or part of any tenders. The Authority shall not enter into correspondence with any Tenderer regarding the reasons for non-acceptance of a tender proposal.
