EXPRESSION OF INTEREST (EOI) FOR MAIN LEAD CONSULTANCY AND PROJECT MANAGEMENT SERVICES FOR THE UPGRADING OF CHANCERY IN WASHINGTON D.C.

1             The Embassy of the Republic of Singapore in Washington DC invites interested companies to submit their Expression of Interest (EOI) for the Provision of Consultancy and Project Management Services for the Upgrading of Chancery in Washington D.C.

2             Brief Description of Project

The Chancery Building is a 4-Storey Building with 1 Basement and an Attic. Based on a building condition survey done in 2024, obsolete mechanical and electrical systems supporting the function of the building are required to be replaced, along with minor structural repairs and replacement of architectural finishes and landscaping. The upgrading works would involve:  

  • Replacement of heating, ventilation and air-conditioning (HVAC) systems

  • Modernization Two Hydraulic Elevators

  • Replacement of existing lighting fixtures and controls to energy-saving LED lighting systems

  • Replacement of Electrical Infrastructure, Lightning Protection and Fire Protection System

  • Plumbing Repairs

  • Repairs and replacement of Architectural Finishes (including interior carpets, wall coverings, ceiling panels) and Waterproofing Systems including façade treatment.

  • Reinstatement of concrete structures, and replacement of deteriorated coping stone of Retaining Walls

  • Landscaping design and enhancement works

3             Consultancy and Project Management Services

This is a 2-stage tender to appoint a Consultant with multi-disciplinary roles. Companies are invited to express their interest by providing the relevant documents and proposals through this first stage Expression of Interest (EOI). Shortlisted firms will then be invited to the second stage Tender.

4             The documents enclosed in this Request for Information (Expression of Interest) include:

(a)          Annex A (Instructions to Companies)

(b)          Annex B (Particulars of Company)

5             It is mandatory for interested companies to fill up all information requested in Annex B and submit the completed form together with all relevant documents and proposals.

6             Companies shall submit One “Original” set and  One “Copy” of the EOI proposal to the following address before 15.00hrs Washington DC time, on 26 Nov 2026:

7             Any clarifications should be made in writing and sent via the electronic mail to the following email addresses no later than 7 calendar days before the closing date of this EOI:

8             Companies who wish to seek extension to the specified Period of EOI shall submit their request via electronic mail to the email addresses stated under para 7 no later than 7 calendar days from the closing date, failing which we would have the discretion to disregard any such requests.
